Contrary to misguided belief, beautiful people typically prefer being around other beautiful people. Like attracts like, plus the company you keep is a reflection of you. Walking around with a busted crew is embarrassing. That being said I compliment people all the time, complete strangers, for the aforementioned reason.
On the other hand I often stop myself from giving unsolicited beauty advice, when hyperpigmentation covers almost an entire face, or improper hair care due to the fallacy of being unmanageable.
